Investment Incentives Platform


The Western Balkans Six Investment Incentive Platform is the first of its kind in the region, providing detailed information on available incentives in each of the WB6. It is one of the key measures under the Regional Investment Area, which is part of the Common Regional Market Action Plan 2021-2024.

Developed with input from Investment Promotion Agencies (IPAs) across the region, the platform includes both financial and non-financial incentives, categorized by type, sector, and target audience.

It provides comprehensive information for investors looking to invest in the WB6. As an evolving resource, the platform will be updated every six months to ensure it remains current and relevant.

Brief description
Support through IPARD Measure 1 includes investments in physical assets of agricultural holdings. It is awarded in order for users to increase the productivity and competitiveness of agricultural production through technical improvements and investments in new machinery and technologies. In addition, farms will harmonize their production with a set of national conditions, but also with EU standards for environmental protection and animal welfare.

Article 8.1
1) construction or improvement of immovable property, up to its market value, in accordance with Art. 11(2)(d) and 11(3)(g);
2) purchase of new machines and equipment, including computer hardware and software, up to the amount of their market value, in accordance with Art. 11(2)(d) and 11(3)(g);
3) general costs related to joint projects, which include studies, marketing and product development, animation costs (will be detailed in the List of Eligible Costs (LPT)), as well as general costs described in points (a) and (b): fees for architects, engineers and other consultancy fees and feasibility studies, which will be acceptable up to 10% of the amount of the costs referred to in points (a) and (b), subject to the following conditions:
(1) the acceptable amount of general expenses does not exceed a reasonable expense defined in accordance with Art. 11(2)(d) and 11(3)(g),
(2) for projects with eligible investments from point (a) and (b) in the value of more than EUR 3,000,000, the costs of preparing the business plan cannot exceed 3% of the eligible investment costs;
(3) for projects with eligible investments from point (a) and (b) in the amount of 1,000,000 to 3,000,000 EUR, the costs of preparing the business plan cannot exceed 4% of the eligible investment costs;
(4) for projects with acceptable investments from point (a) and (b) in the amount of less than EUR 1,000,000, the costs of preparing the business plan cannot exceed 5% of the eligible investment costs.

Registered in the Register of Agricultural Holdings as commercial and is in active status;
registered in the Register of Business Entities and has an active status;
bankruptcy or liquidation proceedings have not been initiated;
accounts with commercial banks are not blocked, as well as if they were not blocked for more than 30 days, in the period of 12 months before submitting the request.
in the ownership structure, it has less than 25% of public capital or voting rights of that public capital;
is classified as a micro, small or medium-sized legal entity in accordance with the law regulating accounting;
is not in a group of related persons in which some of the members are large legal entities;
is not a member of a holding or concern.
