Investment Incentives Platform


The Western Balkans Six Investment Incentive Platform is the first of its kind in the region, providing detailed information on available incentives in each of the WB6. It is one of the key measures under the Regional Investment Area, which is part of the Common Regional Market Action Plan 2021-2024.

Developed with input from Investment Promotion Agencies (IPAs) across the region, the platform includes both financial and non-financial incentives, categorized by type, sector, and target audience.

It provides comprehensive information for investors looking to invest in the WB6. As an evolving resource, the platform will be updated every six months to ensure it remains current and relevant.

Brief description
At the beginning of the year, the Government adopts the Decree on conditions, methods, and dynamics of agricultural policy implementation (Agrobudget). The agricultural budget measures through which farmers of Montenegro can receive support through various measures and programs defined by the Agricultural budget in the form of direct payments and support for investments in crop and livestock production. Support is provided to producers who meet the requirements and conditions established by the Agrobudget. The amount of the Agricultural Budget changes on an annual basis.

The funds foreseen by the Agricultural Budget were allocated in the total amount of €66,092,516.90, namely: to the authority of the government responsible for agriculture, forestry and water management (hereinafter: the Ministry) and the authority of the administration in charge of food safety, veterinary and phytosanitary affairs (hereinafter referred to as: Administrative Authority) in the Budget of Montenegro for 2023 (hereinafter: Budget) in the total amount of €44,725,016.90, from donations in the amount of €11,487,500.00 and from credit funds in the amount of €9,880,000.00."

Eligibility criteria
description
The purpose of support, goals, and description of a specific measure with criteria for support, monitoring and control for each measure are defined in the Agro budget and included in published public calls. In short, the applicant must be registered (e.g., in the register of agricultural holdings), meet the requirements related to plant health, animal welfare and environmental protection, and submit the required documentation. Farmers are provided with support through direct payments, investment support and other types of support through advisory services, as well as support for associations and product promotion. A foreign natural person cannot receive support through the agricultural budget but only a legal entity established and registered as a company under the Law on Business Companies.

Aplications are submited in a physical form and the decision takes from 3 to 10 months. The allocation procedure depends on the type of measure and the type of support (50 different programs and measures are foreseen in the Agricultural Budget), given that it includes both administrative analysis and field control.
